The School of Law of City University of Hong Kong (CityUHK) honoured over 40 students for their remarkable academic achievements at the Ceremony of School of Law Scholarships and Other Students’ Achievements on 30 May. Donor representatives, award recipients, their family members, faculty and staff joined the Ceremony and celebrated the students’ outstanding accomplishments.

Professor LIN Feng, Dean of CityUHK School of Law, opened the Ceremony by warmly welcoming all attendees. He congratulated all the award recipients for their remarkable dedication and academic excellence, recognizing their contributions in the pursuit of legal excellence. The Dean also expressed deep gratitude to the generous donors whose contributions make these scholarships possible.

香港城市大學（城大）法律學院於5月30日舉行法律學院獎學金暨學生成就頒獎典禮，表彰逾40名學生的卓越學術成就。捐贈者代表、教職員、得獎者及其家屬朋友一同出席是次活動，祝賀學生的傑出成就。

約 100名參加者包括捐贈者代表、教職員、得獎者及其家屬朋友出席了5月30日舉行的法律學院獎學金暨學生成就頒獎典禮。

城大法律學院院長林峰教授於開幕致辭中對所有出席者表示熱烈歡迎。他對所有獲獎學生卓越的奉獻精神和學術成就表達欣賞和祝賀，表彰他們對推進法律卓越方面的貢獻。林教授亦向捐贈者表達衷心謝意，他們慷慨的捐助使學生獎學項目得以實現(xiàn)。

Recently, The Public Law and Human Rights Forum (CPLR) held a Roundtable titled “The Future of Common Law in the Hong Kong Special Administrative Region”. This event brought together a stellar group of legal professionals and scholars to discuss critical issues of Hong Kong’s common law system. The main issues discussed at this Roundtable include the role of the common law system in Hong Kong’s prosperity and stability, controversies surrounding overseas non-permanent Judges in the Court of Final Appeal, and how the common law system can develop as an “institutional lever” to promote national development.

The Roundtable was inaugurated with the welcoming speech by Prof. Feng Lin, Dean of the School of Law, CityUHK. Prof. Guobin Zhu, Director of CPLR, made the introductory presentation on the background and significance of the Roundtable. 公法與人權論壇 (CPLR) 圓桌會議: 香港特別行政區(qū)普通法的前景

近日，香港城市大學公法與人權論壇 (CPLR) 舉辦了「香港特別行政區(qū)普通法的前景」圓桌會議。是次活動匯聚了一眾傑出的法律專業(yè)人士和學者，共同討論香港普通法制度的關鍵議題。本次圓桌會議討論的主要議題包括普通法制度在香港繁榮穩(wěn)定中的作用、圍繞終審法院海外非常任法官的爭議，以及普通法制度如何發(fā)展成為促進國家發(fā)展的「制度槓桿」。

Students attending the Principles of Maritime Law elective visited the Hong Kong International Terminals, where the international shipping of containerised cargo was explained to them, and the role of container shipping in the local economy was highlighted. Students also visited the Hongkong Salvage & Towage Services Limited (HKSTS), where they went onboard the Sung Kong, one of the most advanced tug available in Hong Kong and learned about towage and salvage operations. The contractual and legal arrangements used in the provision of these services were also discussed in a follow-up session.

During the course, the student had seminars delivered by Mr. Jim James (Hill Dickinson), who talked about the enforcement of mortgagee claims against shipowners; Mr. Pryderi Diebschlag (Clyde & Co), who discussed about the duration of time charter parties; and Ms Sharon Chan and Gina Cao (GARD Hong Kong), who spoke about Protection and Indemnity Insurance in the maritime sector.

近日，於法律學院修讀海事法（Principles of Maritime Law）選修課的學生參觀了香港國際貨櫃碼頭，深入了解了國際貨櫃貨物的運輸流程，並認識到貨櫃航運對本地經(jīng)濟發(fā)展的重要性。學生們亦到訪香港打撈及拖船服務有限公司（HKSTS），登上香港最先進的拖船之一「Sung Kong」實地考察，學習拖船和打撈作業(yè)的運作。在隨後的討論環(huán)節(jié)中，學生們探討了相關服務所涉及的合約和法律安排。

在這選修課中，法律學院為學生們邀請了多位業(yè)界專家進行不同的專題講座，包括：來自希德律師行的詹樂弼律師講解了執(zhí)行抵押權人對船東的索賠、來自其禮律師行的Pryderi Diebschlag律師探討了定期租船合同的期限問題，以及來自Gard (HK) Ltd.的陳小麗律師和曹晶晶女士則講解了海運業(yè)的保障和賠償保險。

In furtherance of mutual interest in the field of education and research and as a contribution to increased international cooperation, School of Law, City University of Hong Kong (CityUHK SLW) and Law School, Jinan University (Jinan Law School) has singed student exchange agreement and Memorandum of Understanding.

The agreement was signed by Professor Lin Feng, Dean of CityUHK SLW and Professor Guo Zongjie, Dean of Jinan Law School, and witnessed by Professor Lu Chun, Vice-President (Mainland Strategy) and Professor Xing Feng, President of Jinan University.

The other representatives from CItyUHK included: Professor Li Juan, Associate Vice-President (Mainland Strategy), Professor Guo Yongxin, Chair Professor in Department of Electrical Engineering, Professor Ding Chunyan, Associate Dean, School of Law and Professor He Tianxiang, School of Law. The delegation from Jinan University included: Professor Liu Tao, Executive Dean of the Undergraduate School and Director of the Academic Affairs Office, Professor Ma Min, Executive Dean of the Graduate School, MrGu Shigan, Director of Human Resources Development and Management and Mr Sun Qingzhong, Director of Development and Planning Department.

The establishment of the agreements is to provide eligible law students from CityUHK and Jinan University with opportunities for an exchange programme and to further explore potential collaborative initiatives.

CityUHK School of Law, in cooperation with Hong Kong International Arbitration Centre (HKIAC) and Herbert Smith Freehills (HSF), held the 29^th Goff Arbitration Lecture on 26 March 2025. This year, we were honoured to have The Right Honourable Dame Elizabeth Gloster, DBE PC, Former Court of Appeal Judge and International Commercial Arbitrator, as the speaker to give a lecture entitled “Red Flags or White Flags? A Practical Guide to Dealing with Fraud in Arbitration”. More than 200 participants attended the lecture at HKIAC and via Zoom.

The lecture kicked off with the welcome speech by Professor LIN Feng (Dean of CityUHK School of Law). Professor Lin explained the background and objectives of the Goff Arbitration Lecture. He also introduced the speaker and thanked all the participants for their support for the lecture over the years.

In her lecture, The Right Honourable Dame Elizabeth Gloster, DBE PC, talked about the decision of Knowles J in The Federal Republic of Nigeria v Process & Industrial Development Ltd [2023] EWHC 2638, explored the real-life implications for arbitrators in international arbitrations and provided practical advice on handling fraud in arbitration. After the lecture, the participants raised questions and interacted with her in the Q&A session moderated by Mr Neil KAPLAN CBE KC SBS (International Arbitrator, Arbitration Chambers). Finally, Ms Helen TANG (Senior Consultant, HSF) and Ms Joanne LAU (Secretary-General, HKIAC) closed the lecture and thanked the speaker for delivering an insightful lecture.

2025年3月26日，香港城市大學法律學院與香港國際仲裁中心及史密夫斐爾律師事務所合作，在香港國際仲裁中心舉行了第二十九屆戈夫仲裁講座。今年，學院很榮幸邀請到前上訴法院女大法官、國際商事仲裁員The Right Honourable Dame Elizabeth Gloster, DBE PC 主講「紅旗或白旗？處理仲裁中欺詐行為的實用指南」。講座吸引了200餘人到場或在線參與。

講座由港城大法律學院院長林峰教授致歡迎辭揭開序幕。林教授解釋了戈夫仲裁講座的背景和目的，亦介紹了今年的講者並感謝所有參與者對講座一直以來的支持。

On 1 April 2025, at the Concurrences Antitrust Writing Awards ceremony held at the National Press Club in Washington, D.C., Professor Martin Lai and graduate Leona Zhang were announced as the winners of this year's Readers’ Vote Prize in the Private Enforcement category. Their award-winning article, titled “The Tension between Public Interest Litigations and Private Actions under China’s Anti-Monopoly Law,” was published in the Tsinghua China Law Review.

The Concurrences Antitrust Writing Awards is the largest international writing competition in the field of antitrust, jointly organized by Concurrences Review and George Washington University Law School. Every year, among all English-language academic articles relating to antitrust published in the previous year, up to 10 articles are nominated and shortlisted by a Committee in each of the 10 thematic categories, competing for two prizes per category. This means that, in total, only 100 academic articles are nominated and shortlisted to compete for 20 prizes each year. The Awards follow a rigorous three-month selection and voting process, involving 60 international antitrust experts who constitute the jury, along with the general public.

Notably, Professor Martin Lai was also nominated and shortlisted for the same awards in 2019, 2023, and 2024.

熱烈祝賀黎善喆教授與畢業(yè)生張晶榮獲得2025年Concurrences反壟斷寫作大獎的讀者票選獎

在2025年4月1日於美國華盛頓特區(qū)國家記者俱樂部舉行的Concurrences反壟斷寫作大獎頒獎典禮上，黎善喆教授與畢業(yè)生張晶憑藉其發(fā)表於《清華中國法律評論》的論文〈中國反壟斷法下公益訴訟與私人訴訟的衝突〉，榮獲私人執(zhí)法類別中的讀者票選獎。

Concurrences反壟斷寫作大獎由權威機構Concurrences與喬治華盛頓大學法學院聯(lián)合主辦，為全球反壟斷領域規(guī)模最大的國際性學術寫作比賽。每年，此大賽從上年度全球發(fā)表反壟斷相關英文學術文章中，由評審委員會於十個主題類別中各遴選不超過十篇入圍作品，競逐每個類別中的兩個獎項。換言之，橫跨所有類別，每年僅有100篇學術文章入圍，去角逐20個獎項，競爭極為激烈。該獎項經(jīng)歷為期三個月的嚴格遴選與公開投票程序，並由來自全球的60位反壟斷領域專家組成評審團及廣大讀者共同參與。

黎善喆教授此前亦曾於2019年、2023年與2024年三度入圍本獎項，成績斐然。

The City University of Hong Kong (CityUHK) School of Law held the 18^th anniversary celebration of its "Chinese Judges Programme" in Beijing on 22 March 2025. The opening ceremony was graced by the presence of the following distinguished guests:

CityUHK School of Law Held the 18^th Anniversary Celebration of the Chinese Judges Programme. The celebration was graced by the presence of several prominent guests.

This event brought together over 140 legal experts, scholars, and alumni of the “Chinese Judges Programme” for vibrant discussions and exchanges.

The “Chinese Judges Programme”(the Programme) has aimed to provide professional legal training for judges from the Mainland, fostering exchanges and collaboration between the legal field of both regions. Over the years, the Programme has successfully trained over 1,000 judges across the nation, including 383 students in the LLM Programme for Chinese judges, 160 students in the JSD Programme for senior Chinese judges, and 467 graduates of the Training Programme for senior Chinese judges, making significant contributions to the advancement of the rule of law in China.

The celebration featured a “Roundtable on Outstanding Judicial Doctoral Research Results”, where ten outstanding JSD Chinese judge alumni presented their research findings, followed by commentaries from CityUHK School of Law professors. These research projects demonstrated both rigorous academic depth and practical relevance to judicial work, showcasing the judges’ exceptional ability to bridge theory and practice. The roundtable not only showcased the Programme’s academic achievements but also served as a high-level dialogue platform, further integrating judicial theory with practical development.

CityUHK School of Law organized three sessions of "Roundtable on Outstanding Judicial Doctoral Research Results", featuring presentations from 10 distinguished alumni.

Graduates shared their experiences and thoughts of their studies at CityUHK School of Law.

Dean of CityUHK School of Law delivered a speech titled "Review and Future Prospects of the Chinese Judges Programme".

The event concluded on a high note, celebrating the Programme’s remarkable success in promoting cross-border judicial exchanges and nurturing elite legal talents. Looking ahead, participants unanimously expressed hope for deepened cross-jurisdictional collaboration and further contributions to the advancement of the rule of law in China and the development of the Greater Bay Area with their expertise.

香港城市大學法律學院於2025年3月22日在北京舉行了「中國法官課程」18週慶祝活動。開幕式很榮幸地邀請到國家法官學院院長、最高人民法院司法案例研究院院長李成玉先生、中央人民政府駐香港特別行政區(qū)聯(lián)絡辦公室法律部部長劉春華先生、國務院港澳事務辦公室原副主任馮巍先生、香港城市大學校董會主席魏名成（明德）先生、校長及大學傑出教授梅彥昌教授、首席及常務副校長李振聲教授、校董會秘書唐寧教授、副校長（內(nèi)地策略）暨（東莞）執(zhí)行校長魯春教授、法律學院院長林峰教授出席。

城大法律學院於3月22日舉行「中國法官課程」18週年慶祝活動。多位重量級嘉賓出席，共襄盛舉。

本次活動吸引了逾140名法律界專家、學者及中國法官課程校友齊聚一堂，現(xiàn)場交流熱烈。

自課程創(chuàng)辦以來，「中國法官課程」旨在為中國內(nèi)地的法官提供專業(yè)的法律培訓，促進內(nèi)地與香港在法律領域的交流與合作。18年來，該課程已成功培養(yǎng)了超過千名來自全國各地的法官，其中包括383位中國法官法學碩士課程學生，160位中國高級法官博士課程學生以及467位中國高級法官研修班畢業(yè)生，為中國法治建設作出了積極貢獻。

活動特別設置了「優(yōu)秀法官博士研究成果報告圓桌會」環(huán)節(jié)，邀請了十位傑出的高級法官博士課程的校友分享他們的研究成果，並由法律學院的教授點評。這些研究不僅具有學術深度，更緊扣司法實踐需求，體現(xiàn)了法官群體在理論與實務結合上的卓越能力。此次圓桌會不僅展示了「中國法官課程」培養(yǎng)人才的學術成果，更為兩地法律界搭建了高層次的對話平臺，進一步推動了司法理論與實踐的融合發(fā)展。

法律學院組織三場「優(yōu)秀法官博士研究成果報告圓桌會」，由傑出法官校友進行分享。

慶祝活動在熱烈的氛圍中圓滿結束，共同見證了該項目在促進兩地司法交流、培養(yǎng)高端法律人才方面取得的豐碩成果。展望未來，與會者一致期待課程能夠持續(xù)深化跨境法律合作，為建設法治中國和粵港澳大灣區(qū)發(fā)展貢獻更多專業(yè)力量。

On 12 March 2025, the School of Law had the honour of hosting Professor Jesse Fried, for a talk titled “Governance in US Startups: Protecting VCs and Founders (from each other)”. The event featured an engaging Q&A session with CityUHK students and practitioners, moderated by Professor Lauren Yu-Hsin Lin. The Lecture Series in Law and Economics is a collaborative initiative between the City University of Hong Kong School of Law and the Asian Law and Economics Association. Featuring renowned scholars from around the world, the series explores the application of economic analysis to legal and policy issues, fostering dialogue and collaboration among legal and economics scholars, practitioners, and policymakers.

In his presentation, Professor Fried elucidated how the United States has established itself as a leader in the venture capital landscape. While many are aware of factors such as the scale of the US economy, its dynamic labor markets, a culture that embraces risk-taking, and a robust legal framework, he highlighted a set of governance mechanisms that are often overlooked. These mechanisms play a crucial role in shaping the contractual relationships between venture capitalists (VCs) and startup founders. His insights provided valuable perspectives for students and practitioners, encouraging them to consider the intricate dynamics of governance in startups and the essential role it plays in fostering innovation and growth.

There is a total of 190 participants attending the lecture in person and online.

About the speaker:

Jesse M. Fried is the William Nelson Cromwell Professor of Law at Harvard Law School. From 2014-2024, he was the Dane Professor of Law. Before joining the Harvard faculty in 2009, Fried was a Professor of Law and Faculty Co-Director of the Berkeley Center for Law, Business and the Economy (BCLBE) at the University of California Berkeley. Fried has also been a visiting professor at Columbia University Law School, Duisenberg School of Finance, Hebrew University, Tel Aviv University, and Reichman University. He holds an A.B. and A.M in Economics from Harvard University, and a J.D. magna cum laude from Harvard Law School.

His well-known book Pay without Performance: the Unfulfilled Promise of Executive Compensation, co-authored with Lucian Bebchuk, has been widely acclaimed by both academics and practitioners and translated into Arabic, Chinese, Japanese, and Italian. Fried has served as a consultant and expert witness in litigation involving executive compensation and corporate governance issues.

於2025年3月12日，法學院榮幸地邀請到Jesse Fried教授，為我們帶來名為《美國初創(chuàng)公司的管理：保護創(chuàng)業(yè)投資者和創(chuàng)辦者（相互之間）》的講座。此次活動還設有與城市大學香港的學生和專業(yè)人士的互動問答環(huán)節(jié)，由林郁馨教授主持。法律與經(jīng)濟講座系列是香港城市大學法學院與亞洲法經(jīng)濟學學會之間的合作計劃。該系列邀請來自世界各地的知名學者，探討經(jīng)濟分析在法律和政策問題上的應用，促進法律和經(jīng)濟學者、實務者及政策制定者之間的對話與合作。

在講座中，F(xiàn)ried教授闡明了美國如何在風險投資領域樹立了領導地位。雖然許多人都知道美國經(jīng)濟規(guī)模、活躍的勞動市場、鼓勵風險承擔的文化以及健全的法律框架等因素，但他同時強調了一些經(jīng)常被忽視的管理機制。這些機制在塑造創(chuàng)業(yè)投資者（VC）與初創(chuàng)公司創(chuàng)始人之間的合同關係中扮演著關鍵角色。他的見解為學生和專業(yè)人士提供了寶貴的視角，鼓勵他們思考初創(chuàng)公司的管理模式，以及這些管理機制在促進創(chuàng)新和增長中所扮演的基本角色。

關於講者：

Jesse M. Fried是哈佛法學院的William Nelson Cromwell法學教授。在2014至2024年間，他擔任Dane教授。Fried教授於2009年加入哈佛教職，之前曾是加州大學柏克萊分校法學教授及法學、商業(yè)與經(jīng)濟中心（BCLBE）共同主任。他亦曾擔任哥倫比亞大學法學院、杜伊森堡金融學院、希伯來大學、特拉維夫大學及雷赫曼大學的訪問教授。他擁有哈佛大學的經(jīng)濟學A.B.及A.M.學位，以及哈佛法學院的優(yōu)異榮譽法學博士（J.D. magna cum laude）。

On 10 March 2025, the School of Law had the honour of hosting Professor Jesse Fried, for a talk titled “Delaware Law as a Business: Implications for Incorporations and Corporate Governance”. The event featured an engaging Q&A session with CityUHK academic faculty members, students and practitioners, moderated by Professor Lauren Yu-Hsin Lin. Professor Lin Feng, the Dean of School of Law, started the lecture by introducing the Distinguished Visiting Professors Scheme. He highlighted that Professor Fried is the first Distinguished Visiting Professor recommended by the School of Law and emphasized the purpose of this lecture series in promoting interdisciplinary academic research.

In his presentation, Professor Fried provided a comprehensive overview of how the Delaware Court of Chancery operates, highlighting its historical role in balancing the deterrence of insider misconduct with the necessity of maintaining Delaware’s appeal to corporate insiders. His insights not only clarified the complexities of Delaware law but also inspired students to critically consider the broader implications of institutions and regulations in business.

Professor Guobin Zhu, Professor at SLW has been reappointed as a member of the Guangdong-Hong Kong-Macao Greater Bay Area Task Force of the Department of Justice (the “GBA Task Force”) for a term of two years from 3 March 2025 to 2 March 2027.

The GBA Task Force is a key initiative of the Department of Justice in the 2022 Policy Address, which strives to promote and utilize the unique advantages of the “One Country, Two Systems and Three Jurisdictions” of the Greater Bay Area to deepen the cooperation for the benefit of the people in the Greater Bay Area and promote the development and construction of the Greater Bay Area.

香港城市大學法律學院朱國斌教授再次獲律政司委任為律政司「粵港澳大灣區(qū)專責小組」（「大灣區(qū)專責小組」）成員，為期兩年，任期由2025年3 月3 日起至2027年3月2日止。

「大灣區(qū)專責小組」是2022年《施政報告》中律政司重點推進措施，其致力於推廣以及善用粵港澳大灣區(qū)「一國、兩制、三法域」的獨特優(yōu)勢，以深化大灣區(qū)惠民互利的合作，推進大灣區(qū)的發(fā)展及建設。
