USTCCityU Joint Advanced Research Centre
The opening ceremony of the University of Science and Technology of ChinaCity University of Hong Kong Joint Advanced Research Centre in Suzhou was held on 17 October. It was officiated by Professor Zhu Qingshi, President of the University of Science and Technology of China (USTC); Professor Hou Jianguo, Deputy President of USTC; Mr Wang Jinhua, Vice-Secretary of Suzhou Municipal People's Government and Secretary of Suzhou Industrial Park Working Committee; Mr Pan Yunguan, Deputy Secretary of Suzhou Industrial Park Working Committee; Professor H K Chang, CityU President; and Professor David Tong, CityU Deputy President.

The Centre, located in Suzhou Industrial Park, marks an important milestone in advancing CityU's research base in the Yangtze River Delta. It allows the two universities to work together on research projects, supervise and teach research students, and furnish professional training opportunities. The Centre will focus on areas such as nanotechnology, nanomaterials, environmental science, information technology, engineering management, applied mathematics and knowledge management.

 

Groundbreaking for Shenzhen Outpost
A CityU delegation led by Professor David Tong, Deputy President, and Shenzhen officials led by Mr Liu Yingli, Deputy Mayor of Shenzhen Municipal People's Government, attended the milestone groundbreaking ceremony on 13 October for the University's Shenzhen Outpost in the Shenzhen Virtual University Science Park. Joining Professor Tong and Mr Liu to officiate at the ceremony were Professor Y S Wong, Vice-President (Administration), Professor Roderick Wong, Dean (Research and Graduate Studies), Mr James Ng, Executive Director of CityU Extension, Mr Lin Bo, Vice- Director General, Administrative Office of Shenzhen High-tech Industrial Park, Mr Li Zhenping, Director of Administrative Centre of Shenzhen Virtual University Park, and Mr Hong Hailing, Vice-Director of Shenzhen Urban Planning Bureau.

CityU is preparing to invite tenders for project management and initial architectural design. The Shenzhen Outpost is expected to be completed within 24 months.

 

Value for Money project
Consultants from PhillipsKPA, the independent educational consultancy group based in Melbourne appointed to assist the University's Value for Money (VFM) project, met last week with 17 heads of department as well as the Convenor and members of the VFM Steering Committee.

Initial observations concerning a general review of resource allocation in the University in terms of mechanisms, policies and procedures in academic and administrative departments for achieving VFM have been presented to the Management Board and the Council's Audit Committee. These observations include, among others, that the University is fundamentally well run and that there is University-wide intention among departments to achieve quality. It was also observed that the culture of "Do more with less" is popular among administrative and academic support departments and that many examples of operational good practice in academic and non-academic departments were identified. The consultants looked into the utilization of human resources, facilities resources, and financial resources, including investment policy.

A formal report will be presented to the University towards the end of the year. The consultants will revisit CityU on 14 November to initiate the next stage of the project which will focus on VFM education. The consultants are expected to make recommendations on bridging any gaps that have been identified.

 

University Day cum CityU Banquet
More than 2,000 Council members, teaching and administrative staff, students, and alumni are expected to celebrate the University Day cum CityU Banquet on the evening of 21 October (Friday). Guests will include Dr Norman Leung, University Pro-Chancellor, and Sir Gordon Wu, Council Chairman. There will be special ceremonies during the evening to mark University Anniversary Day, which falls on 22 October, as well as entertainment provided by staff and students.

This is the first year the University has held a formal anniversary day and the University is collaborating with the Students' Union to transform this year's CityU Banquet into a wider event.

 

Naming Ceremony for Practice Gym 3
In appreciation of the support and generous donation to the University from Mr and Mrs David Hui Yip-wing, the University will name Practice Gymnasium 3 as Winling Practice Gymnasium. A naming ceremony will be held on 28 October. Following the ceremony, the Winling Team and CityU Team will play a friendly basketball match. Mr Hui is an LLM Chinese & Comparative Law graduate and co-chairs the Alumni Donations Committee.

 

Dress Casual Day 2005
A total of $13,495.70 has been raised by staff and students to support the Community Chest's Dress Casual Day held on 30 September. Donations will go to the Chest's Family and Child Welfare Services.

 

Kudos
Mr Zeng Jia, a PhD student in the School of Creative Media, has won first prize in the IEEE Region 10 Student Paper Contest (Postgraduate Section) for his paper "Type-2 Fuzzy Hidden Markov Models and Their Applications to Phoneme Classification".

More kudos
CityU was awarded a certificate last month under the voluntary Fresh Water Plumbing Quality Maintenance Recognition Scheme run by the Water Supplies Department, acknowledgment that the University's fresh water supplies comply with international safety standards.
