Lecture Series in Law and Economics - How Should the Legal Profession be Regulated?
On 28 May 2025, the School of Law had the honour of hosting Professor Kyle Rozema (Northwestern University, Pritzker School of Law), for an online talk titled “How Should the Legal Profession be Regulated?” The event featured a discussion session with Professor Xiaohong Yu (Tsinghua University, Department of Political Science) and an engaging Q&A session, moderated by Professor Lauren Yu-Hsin Lin.
In this talk, Professor Rozema discussed various ways of how legal professions are regulated and the impact of different regulatory approaches on the legal profession. He empirically examined the effect of bar exam on the size and quality of the legal profession, measured by the disciplinary sanctions imposed on lawyers. Professor Rozema concluded the talk by identifying key open empirical questions for future research on the legal profession. In the discussion session, Professor Yu provided valuable commentary comparing the regulatory approaches in Mainland China, Japan and other Asian jurisdictions, highlighting the need to consider social capital and local context in legal regulation. She raised critical questions about how to accurately measure lawyer quality beyond disciplinary sanctions such as entry barriers and jurisdictional practice restrictions. The talk has attracted over a hundred registrants, including scholars, lawyers, practitioners, and law students.
The Lecture Series in Law and Economics is a collaborative initiative between the City University of Hong Kong School of Law and the Asian Law and Economics Association. Featuring renowned scholars from around the world, the series explores the application of economic analysis to legal and policy issues, fostering dialogue and collaboration among legal and economics scholars, practitioners, and policymakers.
About the speaker:
Kyle Rozema is a Professor of Law at Northwestern University Pritzker School of Law. His research focuses on how we should structure and regulate the legal profession, legal institutions, and law schools. He studies questions about the bar exam, lawyer discipline, judicial reform, and clerkship access, using novel data and empirical methods. Much of his work aims to estimate the causal effects of legal rules and institutional design, while also offering descriptive insights into how the legal system operates. He is also the co-author, with Adam Chilton, of Trial by Numbers: A Lawyer’s Guide to Statistical Evidence, a non-technical introduction to statistical evidence for law students and lawyers.

在這次講座中,Rozema教授探討了法律行業(yè)監(jiān)管的不同方式,以及各類監(jiān)管路徑對(duì)法律行業(yè)的影響。他通過實(shí)證研究分析了律師資格考試對(duì)法律行業(yè)規(guī)模與品質(zhì)的作用(以律師所受紀(jì)律處分作為衡量標(biāo)準(zhǔn)),並基於實(shí)證研究提出了對(duì)不同監(jiān)管效果的見解。Rozema教授在總結(jié)時(shí)指出了未來(lái)關(guān)於法律行業(yè)研究的若干關(guān)鍵實(shí)證問題。與談環(huán)節(jié)中,于教授在評(píng)論中對(duì)中國(guó)大陸、日本及其他亞洲法域的法律監(jiān)管模式進(jìn)行了比較分析,強(qiáng)調(diào)在法律監(jiān)管中需要同時(shí)考慮社會(huì)資本和地方背景。與此同時(shí),她提出了關(guān)於如何超越管制措施(如行業(yè)準(zhǔn)入門檻和從業(yè)範(fàn)圍限制),準(zhǔn)確衡量律師職業(yè)質(zhì)素的關(guān)鍵問題。本次講座吸引了逾百名註冊(cè)參與者,包括學(xué)者、律師、法律從業(yè)人員及法律系學(xué)生在內(nèi)的各界人士。

Kyle Rozema 是西北大學(xué)法學(xué)院的法學(xué)教授。他的研究集中在法律行業(yè)、法律制度和法學(xué)院的結(jié)構(gòu)與監(jiān)管問題上。 Rozema教授利用新穎的資料和實(shí)證方法,研究關(guān)於律師資格考試、律師管制、司法改革和法官助理實(shí)習(xí)等問題。他的許多研究旨在評(píng)估法律規(guī)則和制度設(shè)計(jì)的因果效應(yīng),同時(shí)也提供關(guān)於法律系統(tǒng)運(yùn)作的描述性見解。他與Adam Chilton合著有《數(shù)字審判:律師統(tǒng)計(jì)證據(jù)指南》,這本書是面向法學(xué)學(xué)生和律師的一本非技術(shù)性的統(tǒng)計(jì)證據(jù)入門讀物。
